A promising way for the solution of this problem was the operating in the open access mode, the HeLi NET was already successfully addressed its MSPA model according to Thomas Wald. MSPA (short for multiple service providers access) stands for the opening of the network to other service providers and opts for a deliberate separation of the three business areas of infrastructure, network operations and services level. MSPA offering an economically promising way for municipalities, municipal companies and regional telecommunications providers to break even to realize broadband projects. In this business model, infrastructure holders of long-term leases, the active operators of the service provider network charges, and this in turn benefit from the possibility of modern FTTH infrastructures without Investment risk to be able to use.
